One of the best decisions I made when visiting Victoria was staying close to the Inner Harbour, in the Grand Pacific Hotel on my last visit. The Inner Harbour is one of those spots where everything just works as you’re within walking distance of the main attractions, the restaurants are right there, and if you’re heading out early for something like whale watching, you’re already where you need to be.
What I liked most is how easy it makes your day while staying in Victoria Inner Harbour Hotels. You can step outside, walk along the harbour, grab a coffee, and then head straight to whatever you’ve got planned without worrying about driving or parking.
At the same time, there are enough hotel options around the harbour that you can find something that fits your style, whether you’re looking for something classic, more boutique, or just a solid central base.

Especially for first-time visitors to Victoria, you want to stay around or near the Victoria Inner Harbour Hotels. It lets you walk to many of the top attractions, restaurants, and shopping. You will have easy access to tours (especially the whale-watching), which is ideal for short stays and allows you to experience the best of what Victoria has to offer.
You will have the best views and the opportunity to explore along the harbour paths and waterfront walks. Fisherman’s Wharf is even walkable from here.

Best Inner Harbour Hotels in Victoria (Top Picks)
Fairmont Empress (rated 8.9 of 10)
The Fairmont Empress Hotel is historic and elegant, with Victorian architecture and a stained glass ceiling in the lobby, and sits in the best position at the end of Victoria’s Inner Harbour. This upscale experience is best for first-time visitors, especially if you have stayed and loved similar hotels such as the Banff Springs, Chateau Lake Louise, Chateau Frontenac in Quebec City, and others in the iconic chain.
Even if you are not staying at the hotel, you may want to drop in for the Traditional Afternoon Tea in a special lobby with views of the harbour.
From this area, most of the area tours depart, and in one direction is the BC Museum, Parliament Buildings, and if you head a bit further, Fisherman’s Wharf. In the other direction is pedestrian-friendly Government Street with shops and restaurants.
The Empress also delivers on services with the Willow Stream Spa, a sauna, hot tub, fitness center, and an indoor swimming pool.
Hotel Grand Pacific (rated 8.7 out of 10)
The Hotel Grand Pacific is located on the Inner Harbour of Victoria next to the BC Parliament Buildings and just around the corner from the Fairmont Empress, and is the hotel I stayed in on my last visit.
I liked the spacious room with a private balcony with harbour views. There is a fitness center and dining in the Fathom Restaurant & Terrace.
This is a great all-around option as it has a terrific location and is not as expensive as the Fairmont Empress.
Delta Hotels by Marriott Victoria Ocean Pointe Resort (rated 8.7)
The Delta Hotels by Marriott Victoria Ocean Pointe Resort is across the harbour while offering great views in a slightly quieter location. It is closer to Government Street (the main shopping street) than some of the other hotels.
It has nice grounds on the water, an indoor pool, spa, and bicycle rentals like you would expect at a resort hotel.
Chateau Victoria Hotel & Suites (rated 8.7 out of 10)
The Chateau Victoria Hotel & Suites is not located on the harbour but is just a few blocks away. So it still has a central location but is a more affordable option, offering good value. It is one of the leading pet-friendly hotels in Victoria.
Like the others above, it has an indoor swimming pool, hot tub, and fitness room. They offer a downtown shuttle service, which can be helpful for young families, otherwise I would most places are walkable.
Boutique and Unique Hotels Near the Harbour
Abigail’s Hotel (rated 9.6 out of 10)
Abigail’s Hotel is a smaller and charming boutique hotel, with the highest rate on this post. Abigail’s is quietly situated on the edge of the bustling downtown core and is three short blocks from Victoria’s Inner Harbour
A cozy 30-room adult-only hotel with historic décor or a 1930’s Tudor mansion. The hotel does not have a full-service restaurant but does offer a gourmet three-course breakfast every morning from a menu that changes daily.
The Magnolia Hotel & Spa (rated 9.4 out of 10)
The Magnolia Hotel & Spa is a stylish boutique hotel, close to the harbour, about a 4-minute walk. It was created by two local families who loved to travel.
There is a fleet of bicycles (with helmets & lock) to borrow, a fitness room, and as the name suggests, a spa with seven treatment rooms and a relaxation lounge.
Priced slightly less than the Grand Pacific Hotel and close to shopping.
Huntington Hotel (rated 8.1 out of 10)
The Huntington Hotel is located partway between Fisherman’s Wharf and the main part of the Inner Harbour, but offers a more affordable option. Formerly, Huntingdon Manor, it offers the ambience of early 20th-century Canadian Pacific hotels with a uniquely British character.
It has 2 restaurants, a spa, bicycle rental (bike route goes right by the front door), and is dog-friendly. Enjoy the British tradition of Afternoon Tea at Pendray Tea House, or for a heartier option, the Scottish High Tea in the evening.
Is for people looking for a less expensive hotel that is walkable to most attractions.
A Float Home B&B in Fisherman’s Wharf (rated 8.9 out of 10)
This float home in Fisherman’s Wharf is not for everyone, unless you are looking for something different, and is highly rated. This offers plenty of restaurants and cafes at your door, along with the Eagle Wing Whale-Watching tours.
Your floating B&B provides sea views, balconies, a tea/coffee maker, free WiFi, and private bathrooms. There is also a family-friendly restaurant which serves lunch and dinner. Then you can relax on the sun terrace or tennis court.
Hotels Just Outside the Harbour (Worth Considering)
Oak Bay Beach Hotel (rated 9.4 out of 10)
The Oak Bay Beach Hotel is oceanfront with views of the Juan de Fuca Strait and Mount Baker. It is a short drive from downtown Victoria. Recently named 2025 #1 Hotel in Western Canada by Condé Nast Traveler.
This boutique hotel, built in an English Manor House style, blends elegance with modern comforts for a truly luxurious stay and has 3 restaurants, an outdoor swimming pool, a spa, and a fitness center.
Inn at Laurel Point (rate 8.7 out of 10)
The Inn at Laurel Point is in a slightly quieter location, but with awesome waterfront views and close to Fisherman’s Wharf. A pet-friendly hotel with an indoor pool, fitness studio, restaurant and walking routes near the hotel.
Best if you want a quieter location that is still close to the major attractions.

- Book early in the summer, as finding accommodation can be difficult at times. Even during my September visit, the city was bustling.
